Robert Shulman ("Rob") was appointed Nevada County Counsel in September 2003. Rob served as the Plumas County Counsel from 1985 to 2003, starting in the office as deputy county counsel in 1983. His overall experience has spanned almost all aspects of county government. Since 1992, Rob has been a legal advisor to the counties' risk management authority, the CSAC-EIA.
He holds a B.A. degree in history from Ohio University, and M.A. and J.D. degrees from the University of California, Berkeley. He was admitted to the California Bar in 1977.
Rob is active in the statewide California County Counsels' Association. He served as Conference Program Chair in 1989 and 2004, and he continuously serves on many working committees. He serves as Association President from September 2006 -2007.
In 2000-01, Rob was a member of the state Resources Agency task force on streamlining environmental review. In 2004-05, Rob was a member of the state legislative task force to revise comprehensively the law for community service districts, a project of the Senate Local Government Committee.
Rob has been an active member in the local bar associations for Plumas and Nevada Counties. He has also been a law library trustee in those counties, with total continuous service of 20 years. In 2007-08 he serves as President of the Law Library Board of Trustees.
In 1992-93 he served on the Judicial Council's Committee for Civil and Small Claims matters. From 1984 to 1992, he was the founding President of the Plumas Crisis Intervention and Resource Center, a non-profit providing crisis counseling, shelter, and follow-up services.
