In 2002, the South Yuba River's land management agencies--California State Parks, Bureau of Land Management, USDA Forest Service, and Nevada County, embarked upon a community based planning effort to more effectively manage the public lands along the South Yuba River between Lake Spaulding and Point Defiance at Lake Englebright, and address public concerns. Scoping for the planning process began in January 2003 and the plan was completed in 2005. During the development of the plan, there were many opportunities for public involvement.
